    In the link the papier-mâché recipe called for a flour mix. Instead of flour, try corn starch. My grandmother used to make pinatas for mexican markets and I used to help her with the wrapping. Cornstarch mixtures also dry faster and are not as prone to molding as flour mixtures. Heat water and cornstarch in a pan stirring constantly until it starts to thicken, adding more starch or water depending on the desired consistency and size of the batch. Let mixture cool and dip your paper strips. It should be a smooth paste slightly translucent.
