    It seems to me like the bikes are owned by kids who want to be bousouzoku. Or they’re too poor to buy a motorcycle.

    I think my intuition is correct. They’re called Dekochari and they were a direct response to the Dekotora truck craze.
    Bousouzoku tend to be scarier.
