At least i think its one of the napoleonic wars. It was invented when soldiers(Hussars i think not quite sure) was looting after the battle and found wine bottles with corks so degraded that they were very hard to open without destroying the wine. So they took to slapping the neck of with their sabres instead. Its a flashy way to open the bottle but quite wasteful.
