You place your coin exactly in the middle of the perfectly circular table. For each quarter your roommate puts down, you place your quarter directly opposite his quarter using the middle coin as the midpoint.

Since this pattern will create a completely symmetrical layout of quarters on the table, there will always be a free space opposite of your roommate's quarter until he has no places left for his quarter and you win.
