Why does this work? “Ask a scientist” Acid/base neutralization:

HC2H3O2 (acetic acid) + HCO3- (bicarbonate ion) —-> H
H2CO3 (carbonic acid) + C2H3O2- (acetate ion)
H2CO3 —–> H2O + CO2

The foaming is the liberation of CO2 gas when carbonic acid dissociates.
