Most unclassified military publications can be downloaded in pdf format from the web. One of my personal favorites is TM 9-8000 Principles of Automtive Vehicles, which is a fairly complete volume on how things with engines work.
A starting point for Army pubs is here. As long as the site doesn't ask for a password, you're good. Surely the Navy has some similar system so that more recent versions of this could be found.
