is it really to hard to dip a cookie in milk?
Why not a couple of magnets and an adjustable, expandable dunking tray instead? This reminds me a lot of those ‘useless’ invention contests…

That would surely keep the buscuit/cookie horizontal, and thus will leve no part dry and intact for holding.
