Another way that’s relatively inexpensive is to get a cheap USB cordless mouse. I’ve found them for under $14. Plug the receiver into the back of the PC and you’ve got the tool to annoy.
No building required actually. But a simpler mouse prank is to take a small post-it note, write some thing silly on it, then stick it over the optical sensor of the mouse. Which will effectively disable the mouse. Some people are quick to turn them over… but most don’t for quite a while.
