At $4,000 and 30 mph with a 60-mile range, sounds like a good alternative to smaller gas-powered scooters!

This is silly. Solar power is never going to be enough to make the car move in ‘real time’ (i.e. without batteries). You just end up leaving it still for hours while it charges some batteries, and then running the car from those batteries. In which case, why bother putting the solar cells on the car? You may as well leave them at home, or at least have some kind of fold-up system so the car doesn’t have to have such a huge surface area…
