The full article is about reducing power consumption to keep your computer cool… The photo has absolutely nothing to do with it. Come on, Make. Don’t you read the articles you link to?

The picture shows a CD spindle cover used as a fan duct, which is not “coolant”. Accuracy, please.
The CD spindle is not a fan duct. There is no fan. Notice the wires running through it.
That’s an ionic air mover from inventageek.com, similar to the “Ionic Breeze” air purifiers. Not too energy efficient, still pumps hot air into the room, and the high voltages involved can fry you and your rig. But it IS silent!
The best way to reduce power consumption and heat output from a PC is to use whatever green technologies your hardware/OS supports (disk spin-down, CPU freq. scaling, etc..) and have it go to sleep when idle.
Coolant is the fluid used to move heat (freon in an air conditioner, the water in a watercooling system, etc). I can’t even understand what Make is thinking in posting that summary. It’s like they made up some technobabble they thought sounded to go with the picture without even reading what it’s a picture of.
the CD spindle cover is full of coolant. Air is the cooling fluid in this set-up.
Wow, it must take some effort to post so poorly. The ionic breeze mod pic and incorrect article summary are pretty rookie mistakes.
@jiggy – it looks like the summary was changed to remove the word coolant. Though air can certtainly be a coolant, it was clear from the context that the summary was referring to the CD box itself as the coolant.
And a “spindle” is “any rod or pin suggestive of a spindle used in spinning, as one that turns around or on which something turns; an axle, axis, or shaft.”
In the case of the CD box, the spindle is the other half, the rod on which you stack the discs. The object in the picture missing the spindle part.
