You can get a similar effect by using those cheap color-changing fiber optic toy wands. Bonus: a variety of colors and settings.

I think it’s just you. It’s supposed to be wings for the guy standing in the center.

To me, it looks like legs of someone laying on their back with their knees slightly bent with the guy in the center standing between the legs.
I couldn’t tell it was supposed to be wings, but even knowing that, I can’t help seeing it as legs.
